It's from a "Just Say No" anti-drugs campaign stop by Nancy Reagan, but........ that's Mandrake, The Phantom and (ppresumably) Flash Gordon with her.
I assume this was a tie-in to Defenders of the Earth, so maybe someone was just trying to be 'down with the kids' because kids like cartoons, but this is an odd photograph, no?
