Help identifying a character and issue!

Here’s a fun request from a library patron. Any help would be appreciated!

Here is some information about the comic I am seeking. Because the details are from memory, there might be some glitches or errors that I hope are not too misleading.

- The comic is Silver Age, late 1960s to early 1970s.

- The character is a young superhero seeking membership in the Justice League of America (JLA).
--- I'm pretty sure it is JLA. It might be the Justice Society of America (JSA). It might have been the Legion of Super-Heroes (LSH). It might have been The Avengers (Marvel, not DC).
--- Several candidates were interviewed. They described or demonstrated their superpowers to the JLA members.
--- Video-Boy(?) was NOT offered membership in the JLA.
--- This was years before the "Beta vs VHS" video format wars: https://en.wikipedia.org/wiki/Videotape_format_war . Video-Boy(?) was a different format altogether! :-)
